Labeling of sweets and confectionery products will begin on September 1

Mandatory labeling of sweets and confectionery products will be introduced in Russia from September 1, 2025
According to the Decree of the Government of the Russian Federation dated May 31, 2025 No. 818, the country will begin a phased implementation of mandatory digital labeling of certain categories of confectionery products. The innovation will affect all participants in the commodity turnover - manufacturers, suppliers, importers and retailers.

The first stage will start on September 1, 2025. Mandatory labeling will apply to sweets in consumer packaging: chocolate and products containing it, flour and bakery products with added sugar, as well as fruits and vegetables preserved in sugar.

To work with the system, market participants will have to register in the state information system and transmit data on the movement of goods using digital identification tools. The full transition to mandatory labeling will be completed in May 2026.
The pilot project was successful
The first experiment on labeling sweets was conducted in May. The project was implemented by the Center for the Development of Advanced Technologies (CRPT), the operator of the Honest Sign system, and the Sibirskaya Belochka confectionery factory. As part of the testing, the marking was applied to the packaging of individual products - candies in flow packs and corrugated boxes.

The technical feasibility of applying codes was successfully confirmed. Representatives of the factory noted that participation in the project allowed them to prepare for changes in advance and make proposals for the formation of industry requirements. CRPT specialists supported the process at all stages.
Digital marking: a proven control tool
According to CRPT, digital marking has already covered 27 product groups, including dairy products, footwear, medicines and tobacco. As a result, the share of counterfeit goods, for example, on the milk market has decreased from 30% to 0.01%, tax revenues have increased and the transparency of turnover has increased.
